Mickey Problems

I know this has come up before, but I still can't find Mickey to complete the quest.
I've tried all of the advice from previous threads, and I can't seem to make him appear.
I leave, come back at night, stay in a house till night, then come out, but nothing seems to work.
I was able to see him once where he was marked to be on the walkthru map, and get the orb, but a game lockup screwed that up.
I haven't been able since that one time to do it again. I know he will appear, he did the one time, but that was it.
I'm running the game with both patches, so the bug issue shouldn't be there.
Any help or advice on this would be GREATLY appreciated.

At night if he's not on the bend by the Hostel then he's at the begining of the boardwalk leading towards docks and tavern - least that's where he hangs after the first quest requiring him.
