Book of History of the Zhantarim (spoiler?)

HELP!

I need to find the book of Zhantarim for the quest given to you after you kill the tanner and get the human skin suit...I THINK You need this book to get the guy to make the skin into the Human Skin Suit +5 so where can I get this book?

You didn't read the questlog carefully, my friend. If you read the scroll you picked up from somewhere inside the Tanner's house, you can see that you need to buy the book from the contact himself.

However, before you buy it from him, be sure to have solved the riddle on the piece of paper! If you give the wrong name, he'll run off.
