What it does is depended on your alignment:
good/neutral: kills the undead close enough to your character or makes them run away in fear if they are strong enough to resist the outright destruction
evil:makes them turn over to your side but only for a certain period of time

You must activate it when the undead enemies are close to you. Keep in mind that should the undead monsters be of a much higher lvl then you, there is a chance they will not be affected by turn undead at all.

Yep ,so if you turn undead and nothings happens, you are to weak to turn that type of undead. Most of the time they will run away in fear and the weaker ones will sometimes be destroyed. Unlike Baldurs Gate you don't have to wait around and do nothing while undead turning is in effect, it happens instantanious, if it does nothing right away, you are to weak.

I think higher charisma helps to turn undead more effectively. If you find a charisma enhancing item, it might help. When you level up, at some point you can choose a feat of "improved turning" (It think that's what it's called) which helps you turn undead more effectively. The higher your level, the better you will turn undead. There are some undead creatures that may be too strong and you won't be able to turn them, though. When my cleric is unable to turn undead, I bludgeon them.

one thing is for sure, the higher your charisma, the more times you can turn undead each day. If it also determines how strong your turn undead is i cannot say.
