Where do I find the guys that buried Tirdir???

I've been lugging this piece of red cloth around for awhile where do I find these guys??

in the bridge district. somewhere in the south west. but only in the daytime i think. but im not sure.

Yes , the bidge district, the guy wering all red, near a house that is near the temple of helm and is near the river .
