well if ya have some loot there is a dude in caldera in the inn upstairs that will train you ,or you can sneak all the time while taking long strolls in the wilderness shooting cliff racers with a bow .

Even if theres no one in the room to see you steal something you can still sneak to put up your skill, you can also combine this with your security skill and sneak while you lock ar unlock things this i find is very helpfull, or if you have a lot of money *Cough* like me you can just get people to train you in the art of sneaking.
And lo ye must learn of the great war that raged fo a couple of posts and brought the citadel momentaraly to its knees
Lookie!

I tend to appear briefly and disappear very quickly after that, try not to let it bother you.

The game checks to make sure there are people in the line of sight within a certain number of units. So if you are alone in the room and sneaking, it will not improve your skill.

Sorry.

Go downstairs in the Fighter's Guild in Balmora, all the way to the back room where those two people are, put your dude in sneak mode and sneak over to the wall to your right, (doesn't matter if the guy sees you or not, just be in sneak mode against that wall.) Watch for a blinking yellow box next to your "Magic Items" box down in the left-hand corner of your screen. If it's blinking on and off, leave your dude in sneak mode and go watch tv. Or eat food. Or sleep. Or go shopping. Or see a movie. Whatever. It takes a few hours, but it works.

training. lol i know... its cheesy AND expensive, but bribe or admire the person up to 100 and try to get someone in your guild to do it. that way you will get better prices and get in like a dozen extra sessions before you go broke. :)

I would train up to 40 before I follow Unregisturd's sneak trick. (exactly what I do. For shame.) I find sneaking tends to scarcely work at all below 40.
you know what they say about all work and no play...
It's totally not worth the monetary rewards!!!

That's why I said it takes a few hours. ;) The higher your level is, the faster it goes up. Ironic, isn't it?

I did the Imperial Cult quest: SPOILER ->and when I finished all the quest with one of the quest-givers downstairs in the Imperial chapels in Ebonheart, he gave me a amulet that casts charm 30pts on someone for 5 secs as a reward for the last quest, so I don't have to admire or bribe and I get things for a good value
<-SPOILER
