You get it from the creature the uderfrikty(sp?) in the bloodmoon expansion. It is the creature that kills aaalmost everyone in thirsk mead hall. The last survivor asks you to kill this creature and then you'll be made chief of thirsk. The creature is in a cave next to the frozen lake. When you kill it it has a severed nordic leg on its corpse.
Edit: It sucks as a weapon think it only does 17 damage but it is hilarious. I have it on display in my house.

it's Udyrfrykte, and being from Norway, I can understand what it means, directly translated it means "monster fear", or maybe "Dreaded Monster"
But then again, I read about some guy's from italy who mentioned that Morag and Commonna are two actual gangs in Naples. and that "Tong" is an asian word for gang, so that shows that Bethesta do some nice research when they are developing a game
EDIT: btw the names of the caves in Solstheim are really hilarious! there's actually one that's named "Green"
