what is better and more useful to dual to mage lvl 13 or lvl 14?

Id say 13 because you get the etra skill profeciency.

Well...
Level 13 gets you an extra 1/2 attack from level 12, but it will take a fair bit longer to regain your abilities. Level 14 gets you one more HP (& maybe one more of THAC0, which should already be negative) from level 13, IIRC, hardly worth the huge number of EXP points.

I have given up all lesser evils as inadequate to my purpose.
I would say neither because level 9 would be the best because that way you get 2 level 9 spells instead of none. Also you should start off with at least 125 hp if you dual class to mage at level 9. Plus you won't have to wait until over 1 million xp to be able to use kensai abilities again. So dual at 9 insead of later.

I hate dualing lvl 9 because I like the extra attack from lvl 13 and I usually reach ToB xp cap very fast cuz I solo almost Every time...........

Well...
Level 9 duals really don't lose a lot (one star, one half attak, IIRC), and are probably way easier in a group situation.
For my money, multi-class is a way better bet than either dual class option anyway
But, of course, please yourself.

I must admit... If you are soloing, why wouldn't you want to get all of those nice fighter HLAs? You are going to hit the EXP cap fairly soon anyway, so why not end up with a useful fighter and spell-caster, instead of a good caster and semi-gimped warrior? By the final fight of ToB, for instance, my Kensai-mage was doing about 1/2 of the melee damage of the other fighters. Since I don't have any good way to parse DPS for BG2, I was eyeballing it so I don't have any solid numbers, but his assistance during the final fight, melee-wise, was not all that great.
Of course, if you are cheesing your way through the tougher battles, then it wouldn't matter.

I think the fighter/mage is stronger than the kensai/mage but I prefer kensai/mage because I just installed tactics mod and I really like the Kuorsain dual wielding katanas heheheh...........I did a kensai/mage iam at lvl 12 right now close to 13(about 13.000xp).............soon I will dual.........
