in my eyes the contenders for this tittle are
Armor of the Hart AC -2
Gorgon plate AC -1
acid&fire res 15
Red Dragon Scale AC-1
50 fire res
Plate of Balduran AC -1
Charishma +1, HP's +5
the gorgon plate migth not look as something at first..but it has some very good ac improvements versus slashing weapons...a whooping -6..compared to the dragon scales VERY meager ac improvements..one would have thought it was tougher
and for the armor of the hart and the balduran plate, they have the same ac bonuses..in my eyes its worth to drop the extra AC from the armor of the hart, in favor of the +1 cha and +5 HP...and drow full plate +5..dont even mention it..you only get it for a short time..and its cheating to cheat it out of the underdark

One thing missing from the equation is that the Dragon Scale CAN be used with "+" items while the plate mails can't. Since a ROP +2 will give +2 to all saves, not just to AC if you're trying to max out a single character this is much better overall protection.
I think Keldorn's Firecam Full Plate should get honorable mention on this list. If it could be worn by a character, it would be a contender at AC 0 due to it's Free Action ability.
BTW, any else notice the first few rooms of the Cult of the Eyeless area seem designed to showcase Keldorn's abilities? Right after you meet him you run into web traps and invisible monsters.

My kensai will have to stick with Liquid Platemail (also know as Potions of Defense).

I thought in this topic we are talking about suits of plate armor.Others posted about leather armor and no one complained.
And i don't think there are so many armors with AC -1.

Well, some of this is off topic. Sorry.
Most of the time my rings would be Ring of Gaxx and Ring of Protection +2 for a total +4 to saving throws meaning at high level the Ring of Free action would be almost useless. You can only do that with Red Dragon Scale.
At the same time, it's not that hard to hit the AC -10 limit and you only get the bonuses beyond that with plate.
So, the issue becomes whether spells or physical damage is more dangerous. I lean towards spells most of the time.
The only documented benefit from the Boots of Speed is faster movement...and that would be plenty for them to be my favorite boots...but they ALSO give a BONUS 1/2 attack. This doesn't work for all characters, but it seems to work for most fighter types.
Since I usually have them on a tank who wants to be in melee with the enemy and can single handedly take out 90% of the enemies in the game I don't usually worry about him getting ahead. With 2 pairs right now I have them on my kensai and Keldorn (whose free action plate doesn't hinder the boots either).

I think the dragon scale armor is best, It has low armor class and you can wear a Ring of protection +2. As (IMHO) saving throws are much more importand than AC. This is a good combination. It give you a AC of around -9 and some very cool saving throws (making saves against web traps a brieze ).
Of course the 50% fire res is pretty cool too!

It's not only Web traps, but also things like Entangle, and that is something you encounter more often. Also, doesn't it protect against Hold spells??
By the way, Source, your Euro calculation is off, right?? I mean, what currency is the 0,02 cents in? If it's in Dutch Guilders, this would be about 0,01 Euro. I'm not entirely well-known with the current exchange values ... ah, I'm going off-topic again.
