Go to the thieves guild. It's at the south end of the city.
It doesn't matter if you look like an idiot as long as you do it right.

If I recall, you can't buy lockpicks at the South Wall Club (the Thieves Guild headquarters in Balmora) until you become a thief's guild member. Your best bet is some of the traders.

As for the soul gem, if you ever plan to get into enchanting, hold onto it. If you don't, try selling it in one of the other Mage Guild locations, Caldera being the closest.

I was smart. I stole the soul gem worth 60000 before i joined. So nuthin bad happened to me. Except a 100 dollar bounty. But its worth it every bit.

i stole it just out of spite, because they wouldnt offere me services since i wasnt in their guild. that was 2 days after i starte playing, before i knew they would take it and put it in fort buckmoth.... so when i wanted to pawn it off later i coldnt find it. wouldnt you know it, on level 45 i found it when i raided the evidence chests. i also found the boots of blinding speed and several other very improtant quest-related items that i lost...

but its worth joining hte theives guild just to get their services access. there are no downsides, are there?

Not really. Unless you want to pal around with the Camonna Tong.
