Take the ring off and put it back on, that should cancel out the boots off speed.

The game seems to apply the effects of the ring only once (when you put it on).
The same thing goes for cetrain rings which give you extra spells. If you combine them correcty (ie put them on in the right order) you get more spells (kinda weird if you think about it).

i did some testing..no matter what i did, i was able to use both of them at the same time....i guess that its a game change..since keldorn's free action plate isnt hammpering the boots either

update..you can also improved haste yourself with the ring of gaxx without the ring of free action cancelling it...i guess its only counting outside sources..not ones you can inflict on yourself

Haste works, the description on the ring says so explicitly. But i did not know about the boots of speed, I just assumed they would not work. (and I wasn't using the ring anyway)
