So I'm having an issue with my mage:
She's currently a level four mage, and I've been trying to get her to write more spells into the spellbook. No such luck. Is there a limit of how many can be written.. or is it a level problem?

You should maximize your mage's Intelligence (if possible) when creating your character. If your Int is around 12 instead of around 18, that could be your trouble (as pointed out, with the solution, by previous posters). Your Intelligence is the limiting factor for how many spells you can learn per level.
You can write spells of higher levels than you can cast (albeit with a greater chance of failure), so that shouldn't be the problem.
There is one other thing; you may be trying to write spells that you cannot write to your spellbook. Your mage can't use priest scrolls (denoted by a reddish tint while in the mage's inventory). If your wizard is a specialist (e.g. not mage, but illusionist, necromancer, etc), you cannot learn or cast spells from opposition schools (found in the manual). You may also be trying to write spells to your book that you have already learned. In that case, you are also not given the option of writing the spell to your spellbook. Give that scroll to another mage-type to learn, or put it in your quickslots and cast it in combat.
