This is a part of the pilgrimage to the Seven Graces, no? To complete the pilgrimage to this particular shrine you should jump into the water and stay there until you drown. Instead of dying your hitpoints will be refilled and a bridge will appear in front of the shrine. Go over the bridge and you will find the real shrine.

First of all you must let yourself be drowded in those waters and then you will live agian and ....SPOILER

then there will be a bridge to a dremora.

SEcond. the robe is in a chest in the next level of the cave. Its in some rocks. UNless you have arcro 100 you will need to levetate to there. Its in place where lave is and it is in lengte long. You first kill a fat guy( i think a dagoth) and left to him ( if you went to left side in first level) there is a rock that goes over the ground . THERE IT IS

Whereizit Morrowind has some very good guidelines on locations. Pity I lost that link.

Concerning Puzzle Canal... it might be advisable to check whether you have any CE restore health items such as the Necromancer's Amulet. I once made a CE restore health 3 pts and fatigue 4-5 pts amulet, and I waited for 15 minutes before I realized I wasn't drowning.

I ditched all my water breathing potions after that.
