Spoilers ahead.
So, I finially got around to going to Havish. I found the little Bosmer pickpocket and no he wants me to burn down a warehouse. So I go to the warehouse and go inside. Lo and behold, a fire is already raging. I go to the back, grab the contraband and leave. Then I rest to meet with the guy in the morning. I then get a message saying that I was too late and the guards found the stuff.
So, I try again. Fire's already burning, I get the stuff. I search for this liquor barrel that's supposed to be nearby but it doesn't seem to exist. I ditch the torch in a nearby barrel just in case. I go outside, wait, same message. Can anyone give me a hand here?

Haven't gotten into that particular mission progression in Havish, so I can't help you. (I think there are 32 missions in the city.) I suggest either emailing JOG, the author (whose address is in the readme file), or putting up a thread in the Elder Scrolls forum, since it's a fairly popular mod that's been played by quite a few modding folks.
To the Righteous belong the fruits of violent victory. The rest of us will have to settle for warm friends, warm lovers, and a wink from a quietly supportive universe.

Thanks Fable. I figured you'd have playd through it since you seem to be such a supporter of it. I actually did find an FAQ in the file, though. Problem was it was an RAR so I had to look in my Morrowind folder for it rather than where I DLed it. There are apparently 2 caches of goods. I had the wrong one. Go figure.
