Where is it in relation to Balmora, I'm bad on locations. I edited the rest so I might as well edit this one too.

Head north between the bookstore and the fighters' guild, hang a left before you reach the Eight Plates, take your first right, and keep walking north. It's the large building at the end of the street.

Wait wait wait, that lead me to the alchemist or the that Ralen guy's place, the one that got murdered...I want to know where the stronghold that some guy builds for you is. Is it in Balmora? Is it south west of Balmora? Is it on a road and easily spotted? What is it close to? Any answers would be much appreciated.

The stronghold you get for becoming councilman (or whatever it's called) in House Hlaalu is located on the Odai Plateau. It's west from Balmora, on the way to Hla Oad. Odai Plateau should also show up on your map.

I may have misunderstood. Do you mean the Hlaalu headquarters in Balmora, or the stronghold you eventually get as your own?

I'm terribly sorry, it's my fault I should have specified more clearly what I was talking about. And yes unfortunatly you did misunderstand. I was talking about the stronghold you eventually get and call your own

Weeks. And it's built in several stages - your journal will be updated at each stage.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
