Attempting To Mod

Hey I'm trying to mod my Morrowind Goty and I have no idea how to get into thoughs files and what to use to mod them. Can somone please help me out here? :confused:

I looked there, but I couldn't find anything on how to make items...

All I can do now is change existing items...
