Where can I get a "Mark" spell or amulet? Thanks ....

Look around mages guilds for mark spells and enchanters for mark items.

There are also scrolls and potions for marking. You might want to use those since mark isn't something you frequently use anyway.

Balmora Temple-in the Basement there are 2 guys both sell spells, one has Mark the other one has Recall.

.. i'm pretty sure The Mages Guild in vivec had the recall spell... and caldera had the mark

A mages guid member in Vivec has both recall and mark,but u could get potions from a high alchemist in Balmora.
