A start would be entering the phrase Boots of Blinding Speed into the search function, it is remarkably useful ;)

Create a spell or item with Resist Magicka 100% for two seconds on self. Cast the spell or use the item and quickly equip the boots before the Resist Magicka effect wears off.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

@sean,
no, I believe resist magika only cancels out the blinding
@tech,
Night Eye costs less, and if i'm not mistaken, it doesn't work much better on the boots, take my advice jus make a high resist magika item, and i'm not sure, but a ce resist magika wood cost A LOT! jus make a potion

doesn't resist Magica and similar things only affect the bad parts of it?
Looking for a MOD that don't need any Expanisons, and can run on Morrowind 1.20blahblah without any errors, that lets you play as a Huge(At least a little big) hairy monster! MSG me if you got one!

yes, it does only negate the mad effects, so you can use beneficial stuff and the magic res takes away the bad stuff from the equipment.. bosmer+cuirass of saviours hide=110% magic res, which works too..

on a different note, tad off topic.
having 100% magic res isn't as hard as getting 100% reflect/absorb magicka since those are pretty much impossible to get by enchanting..

All you gotta do is wear the Cuirass Of Saviours Hide, then just cast a simple spell that adds 40% more resist, then you resist it all
Finally running a decent computer!

breton

my 2nd character was a breton and when i put on the boots, i did not go completely blind
i haven't played in a while, but i think i was only wearing extravagant clothes/rings/amulet

was it my resistances or just a glitch?

A Breton has a 50% innate magicka resistance, so it was just your char.
