the first time through the game for me i had jaheria. I did Xzars quest and right after the harper killed xzar another harper spoke to jaheria and they left for a few hours.
i did that part again but no harper. is the harper released by a trigger other than xzars death?

I have just finished the Harper quest.
My first time through the game I was approached a few times directly by Galvarey before being summoned back to the Harper Hold by another Harper. This time through the game I was attacked directly AFTER (not during) resting at the De'Arnise Keep by a group of Harpers who tried to take Jaheira captive. There had been no previous dialogue with any Harper.
After completing the Keep, Jaheira upped and left without any further approach from any Harpers (and not once by Galvarey) telling me she would return soon.
She did return and then I was invited back to the Harper Hold (as before). Cleared that matter up and have since been attacked again by Harpers following Galvareys death.
Re Xzars death, on both these times through the game I have been approached, one way or another, days after solving the Xsar Montaron quest and not immediately after.
In short, I think the answer to your question is that the Harper Quest is triggered purely by having Jaheira in your party.
