yes, i understand this is a forum for fallout two, but bear with me.
i bought the game and upgraded it to the latest version, v1.27, but i am still getting graphical glitches and random crashes. would the sprite patch fix the graphics problem and other random bugs?

I've had fot for ages and it's never crashed, although I have seen quite a few graphical glitches.
My guess would be to lower your hardware acceleration if you have a real fast card (Mines only a GF 4 ti 4200 so I don't know about better cards).
If it really bothers you that much that it makes it unplayable I really wouldn't bother, the game isn't that fantastic what-so-ever, very linear and low replay value. It's missing all the things that made Fallout 1 and 2 so great.
If you do get it working, ignore the single player, it's finishable with only 1 character and sucks complete ass. Best thing to do is get gamespy and play the Boonville RPG maps, they take ages to set up, but FAR more fun than playing normal fot.
I don't play it much anymore but if you do get it working add me to your msn (zach_kenny@hotmail.com) and we can start up a game on game spy boonville (scratch that, fallout tactics) is always starved for players and having 2 people in a game right away will get some players joining for larger games.
