Is paying 20,000 gold the only way to save Imoen?

DONT tell me how else to do it, I will just be able to sleep at night knowing I won't be forced to give up 20,000 gold for some thief who won't leave me alone, stalking me my entire life...but anyways :)

You have to pay gold, yes. And there is no other way.
