i havent gotten to it yet, but jw...ive heard some ppl mention it, and is there some patch to fix this? is it worth fixing? also i could only find ToB "bonus disk"....is that the one i need to play? or do i need to order it?

Yes there is, and yes you can get rid of it. As for it's usefullness - I'd say not very, unless you're planning to solo a multi-class character.
With a full party, you wouldn't hit the limit normally (although with some extra mods you might). And for single/dual class characters, you're still limited by the highest level the game can support (about 40th).
For a multi-class character though, it will allow you to reach that max level in all your classes.
You can either get it from Baldurdash or Ease-of-Use
Oh - and you should be using a ToB "The final chapter" CD

the point cap on ToB is 8 million. bg2 point cap is 2 or 2.5 million I played through bg2 and Tob and only got to about 6.6 million. I think I did everything you can do except for a few items I could not assemble

Well i always plays the game in Multiplayer. If you dont have 17+ in Reputiation you can easily buy your way up there again if you are importing / exporting your main character.
It's a little cheating, but hey I wanna max lvl and use all abilities before the end. Usually I lose interest in the game soon after i've completed it.
Anyways this i usually do just before i get big quest experience rewards, like 40.000 or more per character. I dont overdo it i think. I do it so i usually get lvl 20 soon before the end of Original Baldurs gate 2
One very bad thing with Baldurs gate 2 original, was that without Expcap remover you couldnt get past lvl 17 as a mage, since the lever progression isnt the same for every character.
Meaning NO LVL 9 SPELLS at all, only scrolls. Must be the worst thing i've ever seen.
