I decided to go to the skaal to start the main quest.but When i got there no one wants to talk.The only interactive option is goodbye.They all say i should go to the leader.When i go to the leader he wont talk either.Saying i should came back when i have a reason to be among them.Is there something i am supposed to do before going to them?

Ok first this post contains a spoiler for the bloodmoon main mission so continue at your own risk.
go and do the missions for tha captain in fort frostmoth while out on a mission the fort will be attacked when you get back talk to people I dont remember who it is you need to speak with so try all the people with names until they ask you to go to the skaal village and to take the skull or bones of a skaal warrior as a sign of good faith or something like that. once you have that you can go talk to the skaal leader.
