He is there, but you have to look for him (hint: try to rearrange the letters in his name).

He seems to have merely a cameo appearance. He shows up to hand you a piece of paper he thinks you dropped, and then leaves. That, at least, was all he did for me (up through Act VI anyway).

He also makes a short illusionary appearance in a game by two mephits (I just love the way the Beholder behind them reacts to their 'games'!)

But that is just an illusion, not real.
