Master Speed

are there specific stats I need for force speed to be effective in running away with my proverbial tail between my legs? I have Master speed active and running only a little bit fater than normal...

your actual walking speed iiuc doesn't depend whatsoever on your stats. Master speed improves it greatly, and so if you're trying to run from someone and can't do it with master speed, then it can't be done.
