In the Sea's bounty, there is an officer waiting for someone. Is there a quest associated with him or not? If so , What do I do?

I beleive that there is a quest involving him if you have Nalia in your party after you do her keep quest, but Im not sure

Is it an officer or some thief-looking character?

Highlight to illuminate:

Officer Dirth is waiting to be threatened as part of the quest to get Nalia out of prison... You will need to speak with several individuals to gather info vs the Roenalls before she will be freed. Dirth gives you some clues... He has no function, however, if Nalia's not in your party...

Nalia's Quest

A few days after the funeral for Nalia's father (I think).

Also, I'm actually not sure if you need to own Nalia's keep or not. This may not happen if you're not the stronghold owner...

My guess would be that if you get to the funeral, you'll get to the "abduction".
