How can I make my own Item?

I want to make an item which will give to my mage spell called "Celerity" for whole time. Which program must I use to do it? Where can I get it? Can You give links to it?

You could get the Infinity Engine Editor Pro(IEEP), but last I checked the teambg site was down. That was a while ago though. Good luck. My biggest accomplishment was I made a returning dart which caused blindness named BOO. Wasn't a waste of a quick slot anymore.

Fine, I have the IEEP but it dosen't work

Program says:
"There has been an error reading the GAME DIR section of the IEEP initialization file. Therefore the rest of the Official Game Directory section will be skipped and the initialization file will continue to be read."
And then it says:
"There has been an error in program. The specific information is: Component 'COMDLG32.0CX' or one of its dependencies not correctly registered: a file is missing or invalid at IEEP_ini_Read.02.01."
What must I do??

search the forum, I've posted it for people like 3 times now, can't be assed to do it again, just searc IEEP, or go on google, thats how I did it.
