Hi venus sent me to tell the russian thugs... i've been to the parking lot next to empire hotel and they're nowhere to be found.

is there someplace specific i have to go?

If you walk down the street towards the parking lot, passing the Empire on your right, the thugs are directly to your right when you enter the parking area. They should be standing up against the wall, with Boris as the point of the triangle.

Yah i've done that and they're not there.

it's strange... i guess a glitch of sorts..
