how long do you have to wait when beckett calls you to stop when you were going to the last round?

You don't have to wait at all. Just go towards the Last Round and eventually he will shout "Stop". After that you are mysteriously paralysed

but once you are parallyzed how long is the wait?? i had been waiting for three minutes and beckett still hasn't come

oh that happened to me, too.
I couldn't move but Beckett didn't catch up.
Try to reload and walk on the middle of the main street.
Once you have to turn right to the in start walking slowly.
That worked out for me.
