(1)Is there an actual magic defense adjustment for wisdom?what are they?
(2)the game manuals (bg1&2)both say magical armor, eg.chainmail+1 will improve your character's saves against dragon fiery dragon breath by one.
I am almost positive #2 is false.

There's no rule here that says every question has to be answered within 24 hours. Furthermore, BG1 isn't the newest game around anymore and therefore this forum isn't the busiest one.
To answer your question: you're right about all three. The wisdom/magic resistance thing was implemented (again) in Bioware's Icewind Dale 2, which uses 3e rules.

If there is no such rule implemented for wisdom magic defense adjustment, then what use is the potion of insight for ?Priests can temporarily raise the stat,but when they rest to memorize the new spells - it wears off.

Under 2nd Edition ADnD rules, a high WIS stat (i.e. 15 and up) gives bonuses to saves versus mind controlling spells ONLY. And the bonuses are minimal as well (+1 at 15, +2 at 16, +3 at 17, +4 at 18).
In BG, the spells that the PC will get a bonus to save against are Charm, Sleep and Dire Charm. Not too many baddies cast those at the PC, mostly nymphs and syrines (which, if you are tactical, can be killed before they get any spells of anyway).
As for magical armour adding to saves - it is implemented. Put on a suit of +1 armour and check your saves in the character information. Take the armour off and check again. The numbers do change (well, in BG2 anyway. I'd have to check BG1 to make sure).
