Obtaining TES Construction Set
I was just wondering, is it possible to obtain and use the TES Construction Set and edit the game accordingly and to create mods, without the need of buying Morrwind for PC?
I just want to try it and create some nice mods!
Keeping in mind I don't want to do anything illegal.

But no, it is not possible. And why wouldn't you buy morrowind? It's so much better on pc (4000+ user created mods and still counting) and the budget version costs only $7 or 8. And, everything in the CS is part of Morrowind, it's just a program to edit those things! You can't redecorate a house if you don't have the house! (unless you're an interior decorator ofcourse, let's assume you're not )
