My main character is a lvl 9 kensai fighter. I'm planning to dual-class him to a mage. What lvl do you think my kensai should be before i dual-class him?

I would recomend lvl 13 of you have ToB, if not, then maybe lvl 9 is good. How big is your party? If you are soloing, then lvl 13 would be good anyway.
