Graphics problems - Try downloading the latest drivers for your graphics card or by a new one
The boat - It's easy to miss it. It's out on the water. Try snooping around off shore
Skills & Weapons - Skills have little to do with a vampire's clan. A Brujah can be just as good a hacker as a Nosferatu. The question is, how do you want to play the game? Personally, I preffer the quiet stab-you-in-the-back approach so I had a decent sneak skill, high security and hacking. It's also a good idea to have at least one dialogue skill handy (I suggest persuade or intimidate). Research skill can be usefull, especially if you're carefull about using the books at the last possible moment for the maximum effect. Some skills are mostly useless, such as Finance and Investigation.
Necromantic quest - Milligan is supposed to go away. When you enter the hospital go left. You should be in a small room with a computer and a floor grate. Look near the grate, you'll find a card that Milligan dropped. That'll tell you where to find him
