Uhh, I'm not really sure if you mean the shrine of generosity or the puzzle canal, but luckily I know how to do both.

Shrine of Generosity: Walk up to the shrine and it will have some quote of Vivec's generosity, and then ask you for 100 drakes. Say 'yes' and you'll get the blessing.

Puzzle Canal: I think the area you're looking for is found through level three, in which there is a shrine which says "Breath the waters of His Glory and the path will be made clear. (for those of you who thought this meant water breathing, you were wrong, but it was a good guess) To do this, simply jump in the water, swim below the surface, and let yourself drown (this goes faster if you set difficulty to 100). You will be resurrected with full health, and there will be a bridge passing through the area where the forcefield used to be. At the top of the stairs there is a dremora and a chest of silver longswords. Take one longsword, talk to the Dremora, and present it to him. You will be givin the blessing, and if you're a material person like me, you can take the other three longswords in the chest and go sell them.

You can actually get away with only letting yourself get to about 5% health.. No need to die.
