citadel station quest

I can't seem to find the 2 criminals missing in the citadel station during my ls char... all that happens is i see them in a cinematic at the czerka office then i can't find them anywhere after that

Same thing happens to me. I've read that you're supposed to run into them on the surface, but I never did. However, I was able to tell Lt. Grenn that I killed them just after telling him I saw them in Czerka.

criminals

talk to grenn to activate quest, go to czerka and see them (they run away no matter what), speak and lie to grenn about killing them and when you reach the Telos surface you meet them and kill them for real.

I lied to him about it and did not run into them on the surface.

Could be glitchy

I've played this game through three times and I've only found the criminals on the surface once. I believe you're supposed to meet them in the passage before you get to the beach. During the game that I actually found them, I was playing a LS female character. The other two times that I didn't find them I was playing DS male and LS male. I'm not sure if that's what made the difference. My guess is that it's just another in a long line of glitches and plot holes.
