Why does the game manual say that characters with the "Fast Shot" trait will never even see the targeted shot icon? Can I not target my attacks with this trait? If I can, how do I do it?

nope, you can't use a targeted shot if you have fast shot.

its the downside to using less action points.

Ah I think you're confused, in the normal game there's two variations of shots.

Normal shots are ones, which don't use an extra action point and aim simply for the body, these are the most basic of attacks and rarely do much more than your gun's average damage.

Next you have aimed or targeted shot, these are ones where you can actually select an area on the body to fire at. These attacks cost one extra action point but have a higher chance of causing critical wounds, breaking legs, knocking people unconcious and so on. You can target many various points on the body with aimed shot like left arm, right arm, leg, torso, head, other head and eyes.

Finally some weapons have burst fire or burst, these weapons usually cost one action point more but fire about 10-15 rounds of ammunition at one go, possibly hitting multiple targets.

With the Fast Shot trait you're not allowed to do aimed shots that can target body parts, including when using melee weapons. But all firearm attacks cost 1 less action point.

The trait can be quite good if you then obtain the trait Sniper - which makes all hits with a firearm into critical hits. The only issue is that you don't get to place the criticals on particular body parts. However, you can't get Sniper until 24th level, so there is a bit of time there!
