@Andy1102, heyman, yes there are items that give you points to Chr. Also like ever4 or 5 or 6 levels, (I don't remember), you get to add a point to your attributes.
As for cheating, you can download DaleKeeper2 which is a saved game editor. You can change just about everything with this utility. It's is a bender though.
Also you may be able to bring up a cheat consol that enables you to type in codes so you can edit stuff like EXP and Gold and Area and creature effects. I don't know if this is available for IceWind Dale2 or if it is weather or not you can change stats with it.
Have fun

Within the game I can't think of any quests that will improve your characters sex appeal but....
Winter Wolves are plentiful fairly early in the game. You'll easily be able to get their pelts made into gloves, hats, boots, cloaks and scarves. These Winter Wolves clothing come with a +1 charisma bonus. Only the highest bonus type will apply so you will only get the +1 no matter how much you are decked out in wolf pelts. Not much but it can make some difference. A potion of Action Transference will up your Charisma permanently by one while taking it from your dexterity. Eagle's Splendor will up the charisma temporarily.
Have you tried dalekeeper? I'm not one for mods but this would definitely solve your problems quickly and efficiently.

But, funny little birds, they had no wings!
O what shall we do with the funny little things?
