If you guys mean blue glowy tatoos like our old pal Maze has, the answer is by maxing out your magic abilities (I'm not sure if this means just the ones you have, or all of them, but that's what I read on another forum)

No you will never be able to get glowing tattoos like Maze has. Though you do get blue markings when your Will powers are maxed. You can barely see them but the blue markins are there.

Uhh, If you can barely see them, does this pose a threat to my evil face setup (what with the spiral dementias and the gashes across the eyes and the fact that my eyes are more like pieces of jet than actual eyes)?

cmon kids read the older posts to avoid asking a question which has already been answered!

smithrd3512's right... blue glowing tattoos are gotten when you max out all your will abilities and remove all your tattoos.. of course DUH you must have obviously had tattoos in order to get this done DUH... the least amount of tattoo switching you do and the younger you are the better definition they'll have.
