Bridge guard won't sharpen my spear

In Arryo...you are supposed to be able to ask the bridge guard about his spear and he is able to sharpen it for you...by using flint or something. When I talk to him...I get no options about a spear. What gives?

To low perception.
You need 6 or 7 ( I think 7) to notice that his spear is special.

when u first talk to him u must notice something about his spear then immedialty ask why it;s so strange
