That is becuse those effects are constant. There is nothing odd in that.
But if you must get rid of those.. drop thsoe somewhere where you wont see them.. such places would be containers.. or bottom of sea.

see if i make a constant effect bound battle axe item, the axe will appear when i put the ring on, and disappear when i take the ring off.
for some reason it did not disapear when i took it off and i cannot drop it cuz u cannot drop or sell bound items

Could you try dropping those stuff to your inventory first?

But you can unequip bound items. If you have problems with that, use one of your hotkey slots to put a different weapon in place.

Are you saying that after you unequped it, it simply stayed in your inventory? Wouldn't go away, no matter how long you waited?
What's your character's Intelligence and Willpower? You're not using any artificial boosters for these, are you? If you were, you might have created a near-perma bound weapon, or gone beyond what the game naturally allows.
EDIT: Try bringing up your inventory screen, then your console. Click on the item you want to get rid of permanently, and type DISABLE. Hit return, and close the console. That should get rid of it.

If you can unequip it, then why worry? As long as it doesn't get in the way of using other weapons, then you always will have a back-up weapon that is super light and pretty strong at that. Or it could be that it just bugs you having it in your item inventory. As for me, I wouldn't even try and get rid of it. But that's just me.

No, I agree with you on this. The problem is when you've cast a bunch of bound item spells, and end up with a number of things in your inventory that you can't discard. And perhaps on top of that they're in skills you don't normally use. This can really ratchet up encumbrance, especially if your current character isn't focusing on strength. Even one large item gets annoying when you lack just enough weight to grab the contents of that last chest.
