So I ran to this "crazy XXX" guy who wants me dead but if I kill him it says

"OMFG you can't play this game anymore b/c u just fragged an important guy who is involved to the plot! Load or suffer the consequences, NOOB!"

So who *IS* this guy exactly? I found him near the east coast in a tomb.

Are you talking about Crazy botue I think it is, he gives you the bloodworm helm?East of the ashlander camp?I killed him after I completed the story and it said the same thing, but I didn't use him in the story, then again I missed a bit of it.
And lo ye must learn of the great war that raged fo a couple of posts and brought the citadel momentaraly to its knees

I tend to appear briefly and disappear very quickly after that, try not to let it bother you.

I believe Crazy Batou was supposed to have a quest attached but the scripters never made the quest. You can safely ignore the broken thread message attached to him.
