Aahh! Shurdan-Raplay Eggmine

Hey guys. I restarted as a wood elf. I did the House Hiallu quests. Im trying to build my Stronghold. And now, im on the part where you have to get a miner for your eggmine. I already got the one in Gnisis. He was easy. Now the slave seller in tel ahrun wont sell me the other one. Please tell me why this aint working. I know im fine with just one. But i want both.

I'm pretty sure you only need to get either one or the other.
