cant open door in sewers

i have activated the pestilance quest and spoken to the bum... yet when i go down into the sewers i cant unlock the door... HELP

Assuming you're trying to pick the lock of the sewer tunnel directly near where you talked to Bill, then it may mean that you need to do the other portion of the quest first. Did you go to Skyline Apartments and seek out Paul the Ghoul? If you haven't done that, you might want to see where that set of clues leads you prior to investigating the bum's story.

You can follow Bill's lead or follow Paul's lead in any order. One is pretty much seperate from the other. You do need to get through that locked gate, though I'd explore some. There might be another way, I really don't remember. You might have to return once your dexterity/security goes up. Also have you tried using Blood buff to augment your lockpicking?

Interesting. Is the completion of both parts required to advanced to Brother Vic (am I remembering that name right...) portion? Or, could you technically bypass Jezebel Locke portion?

Yeah, either way you do it, you have to deal with both Jezabel and Brother Kanker (in any order) before you find the flier that gets you into Bishop Vic.
