I have to say Breton. Although the Altmer do have more magicka, they make horrid fighter/mages simply because unless they are 100+ feet from the enemy they are going to get killed by some monstrous amount of fire damage. My favorite example of Altmer weakness is: My level 24 fighter/mage comes out of a Deadric ruin having fully defeated not one, but two Winged Twilights at the same time. The moment I step out, bam! Half of my 220 health taken by a single spell and hit combo by a FIRE ATRONOCH. Uhhhh, okay.... The Altmer simply die too easily to any other mage character.
Breton, however, make excellent fighter/mages. Not only do they have a lesser powered Magicka bonus, but they completely reverse the Altmers' weakness. With a 50% resistance to magic no mage can pose a real threat. That fire atronoch would die in seconds.

And the Cosmic AC said, "LET THERE BE LIGHT!"

I generally prefer Bretons for the reasons listed above, and the fact that they are average to short in height. I'm not sure if it is because I'm only 5"4 1/2 myself or what, but I'm vaguely uncomfortable playing a towering high elf
That being said though, I do still like Altmers because their weaknesses make the game more of a challenge, and if you want to, it is not difficult to counter them. By choosing the Atronach as a birth sign (which is a good idea anyway for a magic user) you will automatically absorb 50% of all magic attacks. Grab the Cuirass of the Saviour's Hide and you have 60% magic resistance... then there is a certain amulet from a certain archmage... and you can also obtain find a ring that increases intelligence and willpower by 10 points (high willpower = higher magic resistance).
I recall that the Robe of Drake's Pride also offers some nice resistances...

Breton, for the durability reasons listed above.
I also made my own race for making a mage, but theres no game balance with that one whatsoever.
haa haa, you're small!
Whats wrong with a small woman? My girlfriend is 5' even, it's quite fun.

"You can do whatever you want to me."
"Oh, so I can crate you and hide you in the warehouse at the end of Raiders?"
"So funny, kiss me funny boy!" / *Sprays mace* " I know, I know, bad for the ozone"
