Not quite
The squid faced man in the Refugee Sector is Saquesh, not Visquis. He is the overlord of the Refugee Sector, while Visquis is a crime boss. If you are having trouble getting Visquis to contact you, go to the little bat guy in the Entertainment Promenade, and pay him the 2,000 credits. I think this automatically makes him contact you, or just makes your standing go way up with the Exchange (Not that they like you, just that they recognize you). Another way of gaining recognition with the Exchange is by killing Visquis, as he works for the Exchange.

Create enough trouble and they'll come for you. Deal with the Pazaak in the Cantina. Deal with the Refugees. Put pressure on the Exchange down in the Refugee Sector. Mess around by the Docks. Deal with the droid issue at the Swoop Track. Solve the turf war between the merchants. Slip $2K to the gerbil dude.
