Best attack bonus for ranged weapons

Would a rogue or sentinel with maxed out dex get a better attack bonus than a soldier or guardian who gets attack bonuses more often when levelling up?

All classes attack bonus progress at the same rate in KOTOR2 unless you download a mod. Scoundrels get sneak attack bonus damage if the enemy is flat footed or immobilized. So all else is equal. Only soldiers get weapon specialization (+2 damage) with blasters but the advanced combat implant levels the playing field (of course this means no dex enhancing implant). But the precise shot feats eat up a lot of feats and only Mira/Hanhaar's scout class gets them for free plus the targetting feats.

Wait...so does that mean that if you compare a Consular with a Guardian at equal ability and feat levels for say lightsaber fighting, they will be evenly matched?

Exactly, Guardians and Consulars at the same level, same attack attribute (dexterity or strength) and same chosen combat feats (unlikely for the consular since their feat progression is slower) would be equal. Of course LS or DS mastery brings different bonuses.

Also note that once your PC chooses a Prestige Class, they get lightsaber weapon focus as an automatic feat and can choose lightsaber specialization as a feat at next level up.
