Haer'Dalis and Viconia's Personal Quests

Besides the sigil-troupe quests, I heard that Haer'Dalis might be arrested. Can somebody tell me how did it happen?

2nd question, does Viconia have any side quests?

While I was using Shadow Keeper, I noticed some items like "Quataris' Confession".
It says that"You can use this confession to have Haer'Dalis cleared." I guess that's where I got this question.

There alot of stuff like that. Guess they run out of time before they could add all they wanted to.
