Is there a way for NPC's to get a familiar?

Maybe you could try the Potion/Scroll trick with a Scroll of Find Familiar (goto Inventory, drink potion, swap potion with scroll, return to game). Probably won't work, though.

Only protagonist can, sorry. Save but Minsc, of course, but you never see Boo out of backpack. IMO, it's for technical reasons. If otherway you might get a party of 12 units... a bit hard to manage.
