I admit that I haven't been very generous with putting Xp points in my Haggle feat but ...after I got the manual from Jezebel's room I spent up in that department. I now have a level 4 here but have not been provided with a single opportunity to sell anything!

the people who sell you things will also buy from you - Trip, Mercurio, Larry, Tseng etc - even V at the blood bank will buy things from you.
when in negotiation - say you want to buy something - go through your inventory on the left side of the negotiation screen (arrows to move through) and then when you click on something you want to sell - you will see a price quoted - if you click 'sell' you will get what you are offered.

No feat requirement. At Fat Larry's, you choose "I've got to do some shopping, Larry", and you can sell. At Trip's, the buy option is normally the first talk option you are given after Trip welcomes you back. Everyplace else is the same. Tell them you want to buy something, then sell something. If you can purchase, you should be able to sell.
