Fable is saying 2 things.
1. He is being honest. Cloudkill works but it has been acknowledged that the Dragon AI is poor and should be rectified. Anyone who uses it and claims plucky, quick witted victory smells a good deal more of camembert than soneone who really has used their common sense to defeat the dragon.
2. In common fantasy (maybe not your fantasy), Dragons are an ancient, powerful and wise race. They would not sit idly by whilst asphyxiating in a cloudkill. They would most likely have smelled an intruder in their domain before said intruder had time to lay traps. This should be refelcted in the AI.
On his behalf, I would invite you to bite Fable.

If dragons are an ancient, powerful and wise race and you are a reasonalble guy with common sence, why killing the dragon? Just get a deal with him, just like in the movie Dragonheart. Besides, if you want to kill him, you should do it good and quick! Dragons are shamefully easy in both SoA & ToB, but eventually crpg's will do it right. Cloudkilling 'em is indeed a bit cheesy. I use a party of 3 mages & 3 tanks. I typically use the mages (2 of whom have lowered casting time) to cast Lower Resist. Then I proceed to Magic Missile them to death. All the while my tanks & undead absorb the Dragon's attacks. In SoA my mages almost always got the kill, but now that warriors are so much more formidable in ToB I'd say it's about 50/50. So far Korgan has taken the credit for Saladrex, and Jan for the other Watcher's Keep Dragon.

Nature's Beauty's slay effect has a save at +3, meaning it is next to worthless. However, it also causes Blindness with no save, permanently. Just "ranged weapon" the thing to death; it'll just sit there.
