After my character makes his lightsaber, when will I be able to use it? I have a friend who says I should be able to use it by now but they haven't granted me the skill. When will I be granted the lightsaber skill?

You should just talk to every members of the Jedi council. After you've heard all their speeches, you'll gain your 1st Jedi level...

Note : That's only IIRC.

When they grant you the feat, do you also gain a level or no?

You gain a level. When you level up, you get the feat for free.

What if I'm already level 20? Because I'm using some cheat codes just for the fun of it.

So does that mean I won't get the feat because I can't level any further?

Yeah, that's your problem. Max total level for KOTOR is lvl20.
